1. Project details and scope of work

Start with the basics: project name, site address, client, principal contractor, and the name of the scaffolding contractor. List who will be on the gang and confirm their qualifications. For scaffold erection in the UK, operatives are expected to hold a current CISRS (Construction Industry Scaffolders Record Scheme) card at the appropriate level — Scaffolder or Advanced Scaffolder. Note the inspection schedule for the equipment — tubes, couplers and boards should be inspected before use and any defective items removed from site.

This is where most copied method statements fall apart. The hazards need to reflect the actual site, not a generic list. Common hazards for scaffold erection include:

For falls during early erection stages, for example, the control might be the use of a leading-edge protection system, a specific sequence of erection that minimises time without guardrails, or the use of a safety harness attached to a pre-rigged anchor point. Vague entries like "take care" or "use PPE" are not control measures.

5. Sequence of erection

This is the core of the document. Write out the steps in the order they will actually happen on site. A typical sequence for an independent tied scaffold might look like this:

  1. Establish exclusion zone around the work area and erect signage
  2. Check and prepare ground — level, compact, and lay sole boards where required
  3. Position base plates and set out the scaffold bay widths
  4. Erect standards to first lift height
  5. Fix ledgers and transoms at first lift level
  6. Board out first lift to provide a working platform for subsequent erection
  7. Fit temporary guardrails or use advance guardrail system before personnel board
  8. Continue erection lift by lift, tying to the structure at specified intervals
  9. Fit permanent guardrails, toe boards and any required brick guards or debris netting
  10. Carry out pre-use inspection and complete scaffold tag before handover

The actual steps will vary depending on the scaffold type and the site. The point is that the sequence should be written so a competent scaffolder could follow it without needing to guess what comes next.

6. PPE requirements

State the minimum PPE for scaffold erection on this site: hard hat, safety footwear, gloves, high-visibility vest as a baseline. Where harnesses are required, specify the type, the anchor point standard (EN 795), and who is responsible for inspecting them. If working near roads, add the appropriate class of hi-vis.

7. Exclusion zones and public protection

Define the exclusion zone around the scaffold footprint during erection. State how it will be enforced — barriers, banksman, signage — and what provisions have been made if the scaffold is adjacent to a public area. If a licence is required from the local authority to scaffold on the pavement or road, confirm it has been obtained.

8. Emergency arrangements

Include the name and number of the site first aider, the location of the first aid kit, and the address of the nearest accident and emergency department. If there is a site emergency plan, reference it. State what happens if someone is injured at height — who carries out the rescue, and is there a rescue plan specific to the scaffold configuration? This is a requirement under the Work at Height Regulations 2005, not an optional extra.

9. Inspection and handover

State that the completed scaffold will be inspected before first use, after modification, and at least every seven days during use, in line with the Work at Height Regulations. Name the person responsible for carrying out inspections and completing the scaffold register. Confirm the handover process — who signs off the scaffold tag and what happens if defects are found.
