How to Write a Risk Assessment for a Small Building Job
Why small jobs still need a written risk assessment
There's a common assumption on smaller sites that risk assessments are something big contractors produce to keep head office happy. If it's just a loft conversion, a garden wall, or a bathroom refurb, why bother writing it down?
Because the law doesn't make exceptions for job size. Under the Management of Health and Safety at Work Regulations 1999, any employer — including sole traders with staff — must carry out a suitable and sufficient risk assessment. If you have five or more employees, it must be written down. But even for smaller operations, a written record protects you, your workers, and your clients if something goes wrong.
More practically: small jobs often move fast, with less formal planning, which is exactly when accidents happen. A simple written risk assessment forces you to think before you crack on.
What a risk assessment actually needs to include
Forget the multi-tab spreadsheets some templates push on you. For a small building job, a usable risk assessment covers five things:
- The task or activity — what work is being done
- The hazards — what could realistically cause harm
- Who is at risk — your workers, subcontractors, the client, passers-by
- Controls already in place — what you're already doing to manage the risk
- Further action needed — anything additional required before work starts
That's it. One page is fine. Two pages is fine. Fifty pages for a one-week job is not fine — nobody will read it, and that defeats the purpose entirely.
Step 1: Walk the job before you write anything
Don't try to write a risk assessment from memory or from a generic template without visiting the site first. Every job is different. A template can prompt you on what to look for, but the actual hazards depend on the specific location, layout, and conditions.
Walk around and ask yourself:
- Where could someone fall? (Stairs, openings, rooflines, scaffold edges)
- What are workers lifting, and how heavy is it?
- What tools and plant are being used — any cutting, grinding, or drilling?
- Is there existing electrical wiring, gas, or water that could be disturbed?
- Who else is in or around the building — clients working from home, other trades, the public?
- What's the access like — tight staircases, uneven ground, low headroom?
Take photos as you go. They're useful for backing up your assessment and spotting things you might miss in the moment.
Step 2: Score each hazard by likelihood and severity
You don't need a complicated matrix. A simple 1–3 scale works fine for most small jobs:
- Likelihood: 1 = unlikely, 2 = possible, 3 = likely
- Severity: 1 = minor injury, 2 = significant injury, 3 = serious harm or death
Multiply them together. Anything scoring 6 or above needs immediate controls before work starts. Lower scores still need controls — they just might not need to halt the job.
For example: working at height on a pitched roof scores 3 (likely to cause a fall if uncontrolled) × 3 (a fall from height could kill) = 9. That goes straight to the top of your list. Manual handling of standard building materials might score 2 × 1 = 2. Still worth noting, but less urgent.
Step 3: Write down your controls — specifically
This is where most small-job risk assessments fall flat. Controls written as "take care" or "be aware of surroundings" are not controls. They're filler. A health and safety inspector — or a solicitor after an accident — will see straight through them.
Good controls are specific and verifiable:
- Instead of: "Use PPE" → Write: "All operatives to wear hard hats, steel toe cap boots and hi-vis at all times on site. Safety glasses required when using angle grinder."
- Instead of: "Be careful near the edge" → Write: "Edge protection (scaffold handrail and toe board) to be installed before any operative works within 2 metres of the roof perimeter."
- Instead of: "Isolate services" → Write: "Electrical supply to first floor to be isolated at consumer unit and locked off before any chasing work begins. Confirmed by electrician before work starts."
If a control requires something to happen — equipment installed, isolation confirmed, briefing given — name who is responsible for making that happen.
Step 4: Brief your team on it
A risk assessment sitting in your van or your email inbox does nothing. Before work starts, go through the key hazards and controls with your team — even if it's just a five-minute chat on the first morning. Get them to sign the document to confirm they've read and understood it.
This isn't bureaucracy. It's the difference between a worker knowing not to touch the first floor electrics and finding out the hard way.
Step 5: Review it if anything changes
Jobs rarely go exactly as planned. If scope changes mid-job — unexpected asbestos tiles, a wall that turns out to be load-bearing, a subcontractor arriving with different kit — revisit your risk assessment. A quick update takes ten minutes and keeps it relevant.
HSE guidance is clear: a risk assessment should be "live" throughout the job, not a document you write once and forget.
Common hazards on small building jobs worth always checking
Different jobs have different profiles, but these come up repeatedly on smaller residential and commercial sites:
- Working at height — ladders, flat roofs, loft hatches, stairwells
- Manual handling — sheet materials, bags of aggregate, bathtubs, radiators
- Dust — silica from cutting bricks, concrete or stone; wood dust from sanding
- Noise — prolonged use of angle grinders, disc cutters, hammer drills
- Existing services — cables in walls, gas pipes, water pipes not shown on drawings
- Slips and trips — cables across walkways, debris on stairs, wet floors
- Hand-arm vibration — from chisels, breakers, and similar tools used daily
